Dakwah di Era Algoritmik: Peluang, Risiko, dan Model Tata Kelola Artificial Intelligence Berbasis Otoritas Keilmuan Islam

Abstract

Abstract

Artificial intelligence (AI) has shifted digital da'wah from technology-mediated religious communication toward an ecosystem in which content production, curation, personalization, distribution, and interaction are increasingly shaped by algorithms. This study systematically reviews a researcher-provided corpus of 100 publication records on da'wah and AI published between 2019 and 2026. Metadata auditing and title normalization identified five duplicate records, leaving 95 unique publications for substantive synthesis. The review applied descriptive mapping and thematic coding across research focus, methodological approach, AI application, claimed benefits, ethical risks, and governance recommendations. Six thematic clusters emerged: strategy and management; content production and interaction; education and AI literacy; religious authority and fatwa; ethics and information integrity; and regulation and multi-stakeholder governance. The literature indicates that AI can expand reach, accelerate content production, support audience analysis, personalization, accessibility, and knowledge retrieval. However, the same affordances generate risks of hallucinated religious information, fabricated hadith, algorithmic bias, privacy violations, echo chambers, deepfakes, dehumanization, and displacement of scholarly authority. The evidence base remains dominated by conceptual, normative, and qualitative studies, with limited empirical measurement of effects on religious understanding, trust, attitudes, and practice. Based on the synthesis, this study proposes the TAHQIQ-AI governance model, which places AI as a support system rather than an autonomous religious authority and requires source verification, competent human oversight, bias and quality auditing, data integrity, responsible interaction, and institutional accountability.
